Billy is an Etone, a priest whose mission is to destroy Reapers (Wels). He also runs the orphanage in the Aquavy Islands. His father disappeared when he was still young, and his mother was killed by Reapers. His sister, Primera, lost her voice after seeing her mother die. Bishop Stone, who taught Billy to use a gun, saved him and Primera.
